To make the meat you need Armorer’s Cookbook [2]. You can buy this from the merchant east of Limgrave’s Coastal Cave for 600 Runes. To craft the meat you will need 5x Rowa Fruits, a Great Dragonfly Head, and a Sliver of Meat.
Consider killing a few animals now and then to ensure you always have a Sliver of Meat available to craft these valuable items.
